prune out any conflicts.

Correct.

There is a couple of others expressing interest in implementing ETag
support in Squid-3. You may want to team up with them on this

Unfortunately I don't know much about this project.

But I would gess it is kind of related (but with a completely different
angle) to the commloops project which was merged some time ago, which
includes support for epoll (which should be superior to rtsignals).

WCCPv2 has not yet been ported to Squid-3.

Recently there has been a spur of interest WCCPv2 related development

client certificate negotiation support is still very rudimentary and only
supports requesting a client certificate at the start of the connection.
