this is my configuration:

Lab Users: pass throught the proxy to access internet, this machines have
local ip address.

Administrative Users: bounce on the proxy to access internet, this machines
have global IP address (in both cases, we apply calamaris to generate access
reports). the internet access is restricted by the router

Power Users. they don't touch the proxy to access internet, this machines
have global IP address, and direct access in the router (via access-list).

how can i have two types of politics, one for the Administrative users, and
other for Lab Users, at the same time.

For what?

I need provide unlimited access for Administrative Users, and in the same
time, the Labs Users only can access to few domains and URL's
