Try this, assuming the OpenSSL headers can be found in
/usr/local/ssl/include/openssl/*.h

1. "make distclean", or "rm -f config.cache", or start from a fresh
unpacked Squid source tree.

2. ./configure --prefix=/opt/squid --enable-ssl
--with-openssl=/usr/local/ssl

3. make install
