You can't have fallback parents, it would be a nice feature (hint Duane!)
as it's a bit wasteful to ping all possible parents and neighbours all
the time, every time. It would be nice to use the closest fastest parent,
then when/if it dies, use a less efficient parent until the better
one revives.
Load balancing would be done by ping times. As one link becomes flooded
the ping times get higher, and your alternative parent would start
getting more requests.
