I was thinking of the same question as Carson. A lot of sites, Microsoft
springs to mind here so its probably something that's easy to do with IIS,
are starting to refuse connections completely when that machine is busy
or otherwise down for maintainance, and 'the right thing' is for is to skip
onto the next IP address and try that. (The reference code in the CERN WWW
lib made a special point of doing that, and all unix telnet implementations
do it as a matter of course).

I'd like to see browsers doing this for proxies too (but Netscape
doesn't seem to).
