cache_stop and regex

How would you use the cache_stoplist option in the squid.conf
to not cache urls containing cgi-bin or ? but excluding (i.e. caching)
those containing also www.nowhere.xy ?

What I'm trying to do is enable cgi-bin caching for those sites which
have static pages produced by cgi-bin.
