Maybe.
But not to worry about that until legisation is in place (unless you want to
get involved in politics). If you want to investigate the issue I recommend
that you start by looking into
http://www.wipo.org/
and consult a lawyer in your country.

notify your user (and you do not want to, even if you may want to tell them
when you are giving them stale information)
