The Release-Notes-1.0.txt has a section on acls.
Off the cuff, to deny a site:
acl weekdays MTWHF 08:30-16:30
acl weekends A 12:00-14:00
acl chatsite domain chatsite.com
http_access deny chatsite weekdays weekends
Of course, they can probably still access it via the IP address, but most
web chatters aren't that advanced.
