Don't know about Red Hat (I'm using Slackware), but can't you just put
your machine's IP address into /etc/resolv.conf, on the "nameserver"
line ?

Use Cachemanager, there is a DNS servers statistics page. The FAQ or
the release notes suggest to keep 2 spare servers.

As suggested previously on the list, I modified the refresh_pattern:

refresh_pattern ^http:// 240 40% 20160
refresh_pattern ^ftp:// 240 50% 20160
refresh_pattern ^gopher:// 240 40% 20160
refresh_pattern . 240 40% 20160
