ACL Proxy Authentication patch

why the ACL Proxy Authentication patch isn't in the
Squid reference patches on http://squid.nlanr.net/Squid/1.1/patches.html

Is it not stable ?
Is it a temporary function ?

It seems to work fine and will be very useful for access control
