What about Lynx, or your favorite browser? No need for a ftp-specific
program if going thought a HTTP proxy (handling FTP requests).
What you are looking for is more likely a FTP proxy that your ftp
clients can use.
I don't think it is trivial to convert a FTP client to use a HTTP proxy,
since it then is not a ftp client anymore but more like a www client...
On the other hand, having a FTP proxy/gateway that uses a HTTP proxy to
get the requests is maybe not a such a bad idea, but I don't think it is
implemented (yet).
