Basically, if you set 'closest-only' then it eliminates 'FIRST_PARENT_MISS'
as a neighbor selection option. In other words, you'll only use that parent
if it returned a non-zero RTT measurment in the ICP reply AND if that
measurement was the lowest you received.
If you set closest-only, your access log should only have CLOSEST_PARENT_MISS
and no FIRST_PARENT_MISS for that parent.
