Time-of-day-based access controls?

Is this functionality built into Squid, or is it something I'd have to
hack together using cron?

Also, the management here is starting to evaluate the possibility of
setting up and enforcing internet access policies. Does anyone out there
have any policy or guideline statements that they'd be willing to share
with me? Thanks!
