I _believe_ that the weight parameter works on peers as we-- Umm. Good
point...

If squid responds to the first peer to return an ICP_HIT (which is the
fastest peer) as _soon_ as it gets an ICP_HIT, then weight won't work. If it
waits until it gets _all_ ICP responses or neighbor_timeout, then weight
_will_ work.

I honestly can't think offhand which method squid uses.
