without looking into it with any real detail, the following two statistics
tell me that it probably isn't too important:
your main cache has been running for over 10 hours.
your test cache has been running for 15 minutes.
squid users quite a bit more cpu on restarting, particularly if not
a clean restart. a busy CPU will impact the number of times the
select loop is called.
perhaps let your test cache run for a similar time and see how it looks.
my guess is that it won't be near 63% CPU.
