You might have better luck with rearranging the order of the
libraries. For example:

        DNSSERVER_LIBS = -L../lib $(XTRA_LIBS) -lmiscutil

Or, I've also seen problems on SunOS which can be fixed by listing one
library twice:

        DNSSERVER_LIBS = -L../lib -lmiscutil $(XTRA_LIBS) -lmiscutil
