DID anyone had ever take netscape proxy server as PARENT ?

Dear everyone :
   I had installed the squid and when I want to take my ISP as parent,i found
ISP use netscape proxy server .So the squid.out appear as :

cache_host xx.xx.xx.xx not found

And in the squis.conf ,I edit as :

cache_host xx.xx.xx.xx parent 8080 3130 weight=10

I use tcpdump to see the port 3130 traffic ,the result are none.So does it mean
squid can't negotiate with the netscape proxyserver by port 3130 ; or netscape
can't be token as a parent ?
