Last resort for dead parent

Hi there,

I configured my squid (1.1.22) to use a parent squid for every query with
inside_firewall=*mydomain*.
If the parent is down I get the error "Host behind your fireall".
Is there a way to tell squid to get all objects directly *only* if the
parent is down?
I can't configure my cache as a neighbor for political reasons... any
hints?
