TCP_CLIENT_REFRESH

hello,
when I click on reload on my netscape I see
TCP_CLIENT refresh in my logs and I have found out
that it means;

TCP_CLIENT_REFRESH
     The client issued a request with the "no-cache" pragma.

how can I disable it????
I do not want my cache to refresh its contents when somebody
clicks on their reload button
