FW: CARP patch for 2.0PATCH2

Here is a patch that extend CARP abilities to parents (CARP is no longer
limited to siblings).
Jean-Pierre Cornaglia <Jean-Pierre.Cornaglia@socgen.com> is his real author.
The diffs are made with the Solaris 2.5 diff command.
I submit this patch hoping the new functionality it provides will be part of an
 official Squid release.
