If your time zone is GMT+8, then you should be seeing a time that is
essentially 8 hours "after" the time it is in Greewich, England (GMT =
Greenwich Mean Time). For example, I'm in GMT-5, So when the local time
here is 4:02pm, GMT should be 9:02pm. Now since Squid uses a 24 hour
clock, thos times would be 16:02 local and 21:02 GMT, which happens to be
current at the moment and I checked my squid (2.2.PRE2) and it is correct.
For you, assuming the time is 03 Feb 1999 21:02 GMT, your local time
should be 04 Feb 1999 05:02 locally. The numbers you give in your example
are correct, BTW.
If you're seeing the clock on your UNIX box drift over time, which
computer clocks are notorious for doing, try using xntpd
(http://www.eecis.udel.edu/~ntp) to automatically set and sync your
machine's clock to a master clock somewhere.
