Fatal error when running squid

I have installed RH 5.2 and Squid Cache: Version 2.2.STABLE3. When I try to
run squid (RunCache) however and access the web via the squid proxy, I get the
following error messages:

RunCache: EXITING DUE TO REPEATED, FREQUENT FAILURES

I checked /usr/local/squid/logs/cache.log and found this error

1999/06/04 13:04:34| commBind: Cannot bind socket FD 36 to *:3128: (98) Address
already in use
FATAL: Cannot open HTTP Port
Squid Cache (Version 2.2.STABLE3): Terminated abnormally.

What does this mean? Tried to check /etc/services and found

http 80/tcp

Tried to add

http_port 3128/tcp

but still it doesn't work. Can anyone please help.
