No, because that is the responsibility of the operating system or
your ppp subsystem, not of squid. Unix programs generally do one
job, not every possible job. If you are using an ISP with dynamic
IP addresses (or you don't know) I would suggest seeking support
from Red Hat, or failing that, from whatever list or newsgroup
supports diald (I'm assuming the ISP only supports Win 95 and Win
98).

You can actually specify this for squid, but only in special cases.
For squid, see squid.conf. Otherwise, this is an issue for the
operating system and its DNS subsystem. Typical locations,
depending
on what software is installed and your local policy decisions are
/etc/resolv.conf, /etc/named.boot or /etc/named.conf.
