autoconfig depending on network connection

Does anyone know if it's possible to configure netscape/msie to use
the cache only if it's connected to a network? I'm responsible for a
few laptops that may or may not be in a situation where they are able
to use the cache. If the laptop is in the office it can use the cache
without any problems, however if the user is at home, or at a remote
site they won't have access to the cache. Is it possible to configure
these clients to switch between both, transparently?
