Define good.
As he said TIS FWTK contains a FTP proxy, and there are patches to it
supporting network transparent FTP proxying on Linux and IP-Filter.
Linux IP-masquerading is also capable of FTP, althought this technically
isn't a proxy, more of a stateful NAT thingy capable of rewriting
application data.
I am NOT aware of any publically available FTP proxy capable of caching.
