Delay pools operates on server connections. Objects retreived from the
cache will not be delayed.

What you describe is consistent with not enabling quick_abort. With
quick_abort disabled and the client aborts the download Squid will
continue downloading the object, and since there is no client limiting
the speed it is done as fast as Squid can.
