A good load balancer in front of the cluster, and no peering between the
cluster members.
If you have the CPU resources needed, peer inside the cluster using
ICP., or if you have more than 4 or so cluster members using cache
digests. Or use a load balancer which knows how to do URL distribution
on several array members, in which case no peering is needed to fully
utilize the cache size.
Do not peer with ICP or cache digest over expensive or slow links.
