Basically it is what it says... permission denied, as squid does not have
permission to make the swap dir...

make the dir /usr/local/squid/cache
then chown user:group /usr/local/squid/cache (changing the user and group
                to that that squid RUNS as)
and you should be right to run
squid -z
to creat the swap dirs within...
I Beleieve this is covered in the FAQ and INSTALL docs
