On the same lan as the proxy, configure a station to use the proxy as
it's default gateway. Then try to surf the the net and see if the
requests gets forwarded to the proxy.

AFAIK IP-Filter does not know about WCCP GRE encapsulation. You can
probably only use policy routing with IP-Filter, not WCCP.
