Probably quite some time - there are over 400 requirements to be http/1.1
compliant. However http/1.1 compliance does not mean that all responses will
be cacheable - just that squid will not cause confusion when it sites
between a http/1.1 client & server, and claims to be http/1.1 compliant. To
be able to cache Vary responses is a project completely separate from
http/1.1 compliance - it could be worked on now...
