You don't configure proxy2 to use proxy1 as a sibling.

cache_peer relations set in squid.conf are one-way only. Two-way
relations requires both to be configured to use the other as a peer.

It does not matter if proxy1 support ICP or not if proxy2 do not have
a cache_peer relation to it for querying proxy1 using ICP..
