WCCP v1 is WCCP wire protocol version 4. See draft-ietf-wrec-web-pro-00
published by Cisco (not IETF as implied by the name..)

WCCP wire protocol 3 is not documented from what I can tell.

WCCP v2 uses a different packet format, with a internal version code of
0x200, but with the version number at a different place compared to WCCP
v1. See draft-wilson-wrec-wccp-v2-00 (or later revision).

Both of the above ID documents exipred long ago and may be a little hard
to find, but you can find them from http://www.wrec.org/.
