Darn my stupidity. :( I kept using localhost but it needed the IP of
the server. I must have been confusing it with some other server I use
(not squid)...

Thanks for the quick help. I have documented it properly so I don't
have this brain cramp again.

BTW, I almost had the big titles convinced to try 3 squid proxies to
replace our single Volera. Since our current SLA allows us multiple ICS
boxes for the same price, I couldn't make the argument about saving
money (I couldn't convince them but I tried). The one I am running is a
secondary gateway to the internet just for IT people to use (when the
primary internet channel goes down mostly).
