Squid doesn't need to know about any of this; BGP handles this perfectly.

If you're announcing a single prefix over both ISP connections, then
when ISP 1 is down, the rest of the world will see your prefix
(network/website/etc) through ISP 2. No need to involve Squid - Squid
won't care! If you have different IP space from each provider, then
things get tricky.
