Patches available from devel.squid.org are not part of the "stock" Squid 2.5 source. Follow the steps outlined above (or find someone experienced with patching, and have them follow those steps).
It's likely that the custom log patch will mesh just as well with 2.5S11 as it would with 2.5S12. I have no idea how well that will be. Some of the devel patches are no longer maintained, and might require a great deal of work to integrate with a recent version of squid. YMMV and all that.
