Something like the following should get most of them...

acl large_upload req_header Content-Length [1-9][0-9]{6}
acl POST method POST
acl limited_site dstdomain .forms.are.us

# Prevent anyone from POSTing more than 999,999 bytes to *.forms.are.us
http_access deny large_upload POST limited_site
