Hmm.. should have been enabled by default.. Fixed. A small typo
prevented WCCP (v1) from being enabled at all.. (done)

This should work, but you also need a few other directives for WCCPv2.
See doc/README.wccp2.

I'll fix this up so wccp2_router is the minimum requiremnt. (done)
