Well I'm guessing you don't have permission to make the directory's needed. You
may want to try the command squid -z to created the directory's, and make sure
that your proxy use has the proper permission to that directory..

But thats just a guess, considering you error messages are saying "
I:\Proxy/cache/00/00/00000003 ((13) Permission denied)"
