Of course they are ! And that's one of the most common errors. It
wont work if you have the right ACLs but apply them on the wrong
http_access rules or on the wrong order.
keep in mind that squid is not 'intelligent', it cannot guess what
you want to do. YOU have to correctly configure ACLs and http_access
rules for getting what YOU want.
So ... you have to correctly order your http_access rules for
getting what YOU want to do.
