You should be able to use snmpd for firing traps/informs based on OID.
But it's rather snmpd problem then a squid one.

I have been taking a look on the Cacti and it seems to be to generate
graphics and statistics. I was thinking about the possibility of having

traps or similar on Squid. Any idea?
