Squid-3 is a branch from Squid-2.5 from years ago. It wasn't rewritten
in C++; the source was made to compile using a C++ compiler and then
parts have been reimplemented in C++. A large part of the codebase is
still Squid-2.x type C. Most of the squid developers are actively
developing it.

Squid-2.7 and subsequent releases happen because people are still
overwhelmingly using Squid-2. Features make it into Squid-2 because
they're generally contributed or paid for by its users. Its still
written in C. I'm actively developing this elsewhere :)
