[squid-users] Squid3 fails to start, stop and restart

Whenever I try to stop squid3 it gives me a message that it was sucessfully
stoped, but it is actually still working. If I try to start or restart it,
it gives me a "fail" message.

I have rebooted the server already but the problem persists. What should I
do to solve this?
