  request_header_access User-Agent deny !OFFICE
  request_header_access User-Agent allow all

 aka
  request_header_access User-Agent allow OFFICE

 What is the definition of OFFICE ?
  request_header_access are fast ACL which will not wait for unavailable
 details to be fetched.
