Sort of, only the proxy going DIRECT *has* to resolve an IP.
For chains which end with the last peer being the origin web service IP
there is no DNS resolution at all.

* Configure cache_peer using IP address of the peer
* check that no ACL tests requires resolution
* check that extra component like loggign and adaptation doe not require
DNS. (avoid logging rDNS of the client or IP of the website for example)
