So it looks like squid3.1.12 does not handle HEAD properly. Having a short
glance at the old squid bugs, I did not see anything directly relevant to
this. Anyway, as it is an old version, no bug fixes will be done, I guess.
So I would suggest you to upgrade at least to very last 3.1.xx and check
again. As a supporting action, you might get rid of any configure-pptions,
you do not really need: The less code, the less probability of having a bug
inside :-)
Or, at least first get rid of unused squid-features before upgrading to
3.1.very-last.
And, if that does not help, upgrade to 3.4
In case, problem with HEAD still persists, you will be able to file an
official bug.
My therory still is, that, because of a bug, your squid simply waits for the
211k of real data, which never will show up.
