Looks like your problem is caused by the failing "pinger". Which means, there
is an "--enable-icmp" in your config options, when building squid. So
another possibillity would be to remove this config option. AFAIK in your
situation, the "pinger" would only be an advantage (or even necessary), in
case of alternatives for your upstream proxy, to detect the closest one.
But as your squid has no choice, you should be able to disable it
completely.
Or to give proper rights to the "pinger", although redundant.
