If you remove no-query, then it works even if there is no neighbours.

cache_host 193.227.162.195 parent 10080 0 proxy-only
single_parent_bypass on

I use port 0 to detect when Squid tries to send ICP queries. If
configured using port 0 then it can't send ICP queries even if it tries
to, and logs this failure in cache.log.
