I think it won't work the way you intend. Your first, public DNS server will only
return a non-existent domain (NXDOMAIN) when queried about internal names,
and Squid won't fallback to the internal DNS server because (from Squid's
point of view), NXDOMAIN is considered a VALID response. It will do the fallback
only if a.b.c.7 is unreachable or down.

Have you tried to get /etc/resolv.conf in the Squid's server pointing at
a.b.c.7, and dns_nameservers just a.b.c.8?
