Most of your questions are answered by the explanations accompanying the
configuration file squid.conf.

cache_swap_low
cache_swap_high
cache_mem
Normally, the defaults are reasonable, though. You do not have to purge
thge cache, squid doas that automatically based on these settings. If
you define two cache_dirs with separate config lines, both will be used.
What do you mean by "set disk to LRU" ?
Why would you want to limit concurrent users ?
