It's a command. The mgr: argument to the squidclient command is a
shorthand for the indicated URL to Squid.

When there is no bandwidth, issue "squidclient mgr:offline_toggle".

When there again is bandwitdh, issue "squidclient mgr:offline_toggle"
again to tell Squid to revert to normal operations.
